I forward also copies of a Supplementary
Report by the Commission whom I requested to enquire into the
allegation made by Mr. Norton Ky she that the Chief Justice
used Mr. Seth, Deputy Registrar and Appraiser, as his clerk.
This reference did not reach the Commission
until after they had examined Mr. Norton Ky she which accounts
for it having been made the subject of a Supplementary Report.
I regret that I am obliged to send the
Registrar's voluminous reply in original, but I an unwilling

to delay forwarding this whole case for your consideration
(and the shortest time in which the reply of Mr. Norton Kyshe
could be printed is 10 days) for the following reasons;-
On the 9th. July (that is two days after
the incident of the 7th. of July in the Chief Justice's Chambers)
Mr. Norton Kyshe applied for leave of absence. This I declined
to grant him pending settlement of the questions disclosed in
the Chief Justice's letter of the 10th. July.
On the 28th. August Mr. Norton Kyshe re-
newed his application forwarding in support a Medical Certifi-
cate, copy of which is enclosed, and asked to be allowed to
leave the Colony on the 26th. September. With the advice of
the Executive Council I granted this application. Subsequently
on the 9th. September Mr. Norton Ky she asked to he allowed to
postpone his leave in order that the result of the Report of
the Commission might be made known before he left the Colony,
and I granted his request.
On the 26th. September a copy of the Report
of the Commission was forwarded to Mr. Norton Kyshe for his
observations
